President Donald Trump announced a fraud whistleblower program Tuesday that allows American citizens to earn a commission by reporting fraud operations in their communities.
The $25 million Fraud Whistleblower Incentive Program (WHIP) will allow American citizens and journalists alike to report fraud to Fraud.gov and earn a commission of 1 percent on the total dollar amount of fraud unearthed based on the tip to federal authorities.
“We’ve waged an unprecedented war on corruption and fraud, and will not let our country be looted and plundered by thieves and pirates and foreign fraudsters and basically scum,” Trump said in an Oval Office announcement.

“Europe on fire is a warning for the United States,” a foreign policy expert said of the recent riots in France.
Nile Gardiner, the director of the Margaret Thatcher Center for Freedom at The Heritage Foundation, joined Mark Guiney on the “Heritage Explains” podcast to discuss the leftist-Islamist coalition behind the riots and how the unrest could serve as a blueprint for replication elsewhere.
“If the socialists, the communists, Marxists, the eco-green loonies manage to get away with destroying Western civilization in Europe,” Gardiner continued, “you can be sure their ultimate target is the United States.”
Protests began in late September against teacher shortages and underfunding of education, and have since expanded to include economic issues of high costs of living and public services, Reuters reported.

The rioters are the proud heirs of May ’68, an event that looms so large in the French psyche, the mere mention of soixante-huitards, or 68ers, is enough to spark furious debate. POLAND, HUNGARY: FRANCE RIOTS ARE WHY WE HAVE BORDER CONTROL [ARTICLE]
“Perhaps it is now clear” why Central European states maintain strict border control to “preserve our continent as the most wonderful place in the world for our children and grandchildren”, national leaders say as the rest of the world looks on in horror at the failure of multiculturalism in France.
The Prime Minister of Poland vowed his country would not “repeat the mistakes” of other European states and pledged that his country would be “relentless” in defending its own security, while the Prime Minister of Hungary rhetorically asked whether it was yet clear why the country has the “strictest possible approach to migration”. While some have asserted that linking the extreme acts of violence to France’s migration policy is an act of “pure racism”, a growing number have come to link France’s failure to integrate generations of arrivals into the majority culture and the rioting as a matter of fact, including the leaders of the United States, Poland, and Hungary.
The comments from the Central European nations’ leaders are all the more remarkable because in the recent past both countries have gone from being governed by border control hardliner conservatives to European Union-friendly centrists, at least by their own standards.
Yet even with these electoral changes, Central Europe remains well ahead of the West in defending national distinction.

HOLY LAND CHURCH LEADERS CONDEMN SETTLER ATTACK ON CHRISTIAN VILLAGE, EUROPEAN DIPLOMATS [ARTICLE]
Christian leaders in the Holy Land condemned the latest attack by Israeli settlers in the West Bank against Palestinians and European diplomats during an annual olive harvest.
In a statement released Oct. 20 by the Latin Patriarchate of Jerusalem, the patriarchs and heads of the Churches in Jerusalem said the “wild attack” in Taybeh, one of the last remaining Christian villages in the West Bank, was “not an isolated incident.”
“In the past weeks, the Palestinian villages of the West Bank have been exposed to a wide-scale terror by settlers, which is reaching a peak during this time of the olive harvest, when families go to their lands to collect what they need to live and renew their generations-long bond with their lands,” the statement read.
The Oct. 17 attack occurred when a convoy of European diplomats from Belgium, Poland and France, as well as Palestinian civilians, were ambushed by masked settlers, the Reuters news agency reported. Among those attacked was Bernard Baudoux, the mayor of the French commune of Aulnoye-Aymeries, who told Reuters he was “violently attacked” and “thrown to the ground” by the assailants.

CARDINAL CUPICH PRAISES CONTROVERSIAL LEGACY OF CARDINAL BERNARDIN [ARTICLE]
Cardinal Blase Cupich of Chicago has praised the legacy of Cardinal Joseph Bernardin and argued that the late archbishop’s “consistent ethic of life” remains essential.
His Eminence delivered the address on 16 October at Fiera di Primiero, in Italy’s Trentino region, where Cardinal Bernardin’s parents originated. The lecture formed part of commemorations marking 30 years since the death of the former Archbishop of Chicago, who led the archdiocese from 1982 until 1996.
“The moral framework of a ‘consistent ethic of life’ championed by the cardinal is essential today, at a time when deep social divisions set people against one another in extreme ways,” Cardinal Cupich said. …
His Eminence argued that Cardinal Bernardin’s legacy had gained renewed relevance through the teachings of Pope Francis and Pope Leo XIV, both of whom had called for dialogue and a shared path forward.
Yet Cardinal Bernardin’s legacy remains contested, with his approach to dialogue becoming particularly contentious during the final year of his life, when he launched the Catholic Common Ground Initiative in 1996. The initiative sought to encourage discussion across divisions within the Church, including disagreements concerning governance, theology and the relationship between theologians and the Church’s teaching authority. …
Questions surrounding Cardinal Bernardin’s approach to pastoral care also arose during debates over AIDS and homosexuality in the 1980s. He defended the American bishops’ 1987 administrative board document The Many Faces of AIDS, which permitted information about condoms to be included in public education programmes alongside abstinence and fidelity. Cardinal John O’Connor of New York described the document as a “very grave mistake” and refused to implement it in his archdiocese. The controversy eventually led the American bishops to issue a further statement in November 1989. Approved by 219 votes to four, Called to Compassion and Responsibility adopted a firmer position against promoting condoms as a means of preventing AIDS.
